Human Trafficking and Smuggling Sub-sector

The Human Trafficking and Smuggling of Migrants Subsector has been created within the framework of the Protection Sector, with the purpose to coordinate and develop a joint and regional strategy for preventing and responding to human trafficking and smuggling of migrants in the context of the response to refugees and migrants from Venezuela. From human rights, gender, intergenerational, and differential approaches mainstreaming, this sector is aimed at contributing to develop capacities of its members to build comprehensive responses to combat these two crimes, provide guidance and technical assistance to national authorities and civil society, as well as recommendations to relevant actors on the best way to systematically integrate work against these crimes in the existing response of the other sectors of the Regional Platform.

El subsector de la trata de personas y tráfico ilícito de migrantes hace un llamamiento sobre la difícil situación de las personas refugiadas y migrantes procedentes de Venezuela, que son vulnerables a la trata y el tráfico. Este documento proporciona información sobre el impacto de COVID-19 en las personas refugiadas y migrantes de Venezuela, el aumento de los factores de riesgo para la trata de personas y el tráfico ilícito de migrantes y los mensajes clave para las autoridades gubernamentales y cuerpos de seguridad. También puede ser utilizado por los profesionales para adaptar los esfuerzos de lucha contra la trata en curso -en la prevención y/o asistencia- en el contexto de COVID-19, para elaborar mensajes para grupos comunitarios específicos, o como orientación para la promoción de la participación de las autoridades y cuerpos de seguridad.

This document provides the impact of COVID-19 on Venezuelan refugees and migrants, increased risk factors for human trafficking and smuggling of migrants, and key messages for government authorities and law enforcement agencies. This document can also be used by practitioners to adapt ongoing counter-trafficking efforts - in prevention and/or provision of assistance - in the context of COVID-19, to elaborate messages for targeted community groups, or as guidance for advocacy to engage with authorities and law enforcement agencies.
